The Water and Science Administration has received the applications listed below. ​
A prel​iminary review has indicated that the listed projects may be subject to the opportunity for a public hearing once the application is substantially complete.  Projects may be significantly altered during the review process.  The applications and related information are available for inspection and copying.  You may also request written notice of any hearing opportunity by having your name placed on the interested persons list for each project in which you are interested.  To inspect the file or to have your name placed on the interested persons list, contact the assigned division at the telephone number indicated below no later than April 1, 2023, unless otherwise noted in the Public Notice.

202261791/23-OB-0044: CECIL COUNTY DEPARTMENT OF PARKS AND RECREATION, 200 Chesapeake Boulevard, Suite 2100, Elkton, Maryland 21921 has submitted an application for a Dam Safety Permit to reconstruct the earth embankment to include an impervious core and cutoff trench, replace the principal spillway pipe and riser, and repair the existing on-grade pipe outfall at the Stony Run DMP Site Dam for placement of dredge material. The dam is located adjacent to Stony Run approximately 590 feet east of the intersection of West Old Philadelphia Road and Red Toad Road in North East, Maryland. The dam does not have a permanent pool and the design discharge will increase as a result of the proposed work. The permit application has been submitted under Annotated Code of Maryland, Title 5-501 through 5-514, and Code of Maryland Regulations 26.17.04.05. Written comments, or requests to be placed on the interested persons list, or requests for a public informational hearing must be received on or before March 15, 2023. Further notices about action on the application will be provided only by mail to those persons on a mailing list of interested persons. 202261353/22-NT-0001: JOHNSON, MIRMIRAN, & THOMPSON, INC/MILL SWAMP MITIGATION BANK, 40 Wight Avenue, Hunt Valley, Maryland 21030 has applied to establish an approximately 49-acre multi-user stream and nontidal wetland mitigation bank that would include restoration, enhancement, and preservation of aquatic resources. This mitigation bank would provide compensatory mitigation for future stream and nontidal wetland impacts authorized by the Maryland Department of the Environment in the USGS 8-digit hydrologic unit code (HUC) of Middle Potomac-Anacostia-Occoquan (HUC 02070009) and Lower Potomac (HUC 02070011). This proposed project includes grading and planting that would result in approximately 9.40 acres of wetland restoration, 24.98 acres of wetland enhancement, 7,490 linear feet of stream restoration, and additional riparian buffer preservation/enhancement. The project will temporarily impact approximately 120,713 square feet emergent nontidal wetland, 55,266 square feet scrub-shrub nontidal wetland, 101,281 square feet forested nontidal wetland, 245,445 square feet of 25-foot nontidal wetland buffer, 1,697 linear feet of intermittent stream, 4,313 linear feet of perennial stream and 545,430 square feet of 100-year nontidal floodplain. The project is proposed along Mill Swamp mainstem and two unnamed tributaries within the Middle Tidal Potomac River watershed (Use I). The project is located on multiple parcels off of Marshall Hall Road, Fenwick Road, and Bird Wing Place in Bryans Road, Charles County, Maryland 20616 between Barrys Hill Road to the north and Ward Place to the south. 202160937/21-GL-0697 (R1): CHARLES WINEBRENNER, at 1821 Hidden Point Road, Annapolis, Maryland 21409 has applied to Construct and backfill 35 linear feet of replacement bulkhead within a maximum of 18 inches channelward of a deteriorated bulkhead; construct 36 feet of stone revetment within a maximum of 10 feet channelward of the mean high water line; remove a total of 414 square feet of existing platform area, an unauthorized floating platform, a boat lift with associated piles, and four mooring piles; construct an irregularly shaped 414-square foot platform with a relocated 20.5-foot by 20.5-foot by 14-foot shed, a boat lift with associated piles, a PWC lift, and two mooring piles, all extending a maximum of 100 feet channelward of the mean high water line. The purpose of this project is to improve navigable access and control shoreline erosion. The proposed project is located within the tidal waters of Burley Creek at 1821 Hidden Point Road, Annapolis, Anne Arundel County, Annapolis, MD 21409. 202261529/22-WL-0952: KIM WEISS at 2638 Ogleton Rd , Annapolis, Maryland 21403 has applied to mechanically dredge a 45-foot long by 15-foot wide area to a depth of 3.5 feet at mean low water; and to deposit approximately 50 cubic yards of dredged material on an approved upland disposal site located at 5360 Brown’s Way Rd., Churchton, MD 20733. The purpose of this project is to improve navigable access. Mitigation will be required for 250 SF of impacts to shallow water habitat in form of payment to the Tidal Wetlands Compensation Fund. The proposed project is located within the tidal waters of Lake Ogleton at 2638 Ogleton Rd., Annapolis, MD 21403. 202261865/22-WL-1192: BRIAN KMET, at 1017 Magothy Avenue, Arnold, Maryland 21012 has applied to nourish a 90-foot long by 22-feet wide beach with approximately 72 cubic yards of sand fill, extending a maximum of 22 feet channelward of the mean high water line. Mitigation as payment into the Tidal Wetlands Compensation Fund may be required for impacts to SAV. The purpose of this project is to nourish a beach. The proposed project is located within the tidal waters of Deep Creek at 1017 Magothy Avenue, Arnold, Anne Arundel County, MD 21012. 202261971/22-WL-1256: Little Neck Farm Homeowners Association, Inc P.O. Box 622, Rock Hall, Maryland 21661 has applied to replace and reconfigure community piers. The fixed pier will be removed and in its place construct the Main pier, an 82-foot long by 10-foot wide fixed pier, including a 20-foot long by 6-foot wide aluminum gangway, with a 180-foot long by 10-foot wide floating terminal pier, a 276-foot long by 10-foot wide floating extension pier, a 95-foot long by 10-foot wide floating pier, six 40-foot long by 4-foot wide floating finger piers, six 45-foot long by 4-foot wide floating finger piers, 28 mooring piles, three new boat lifts with associated piles, and the relocation of an existing boat lift, all extending a maximum of 239 feet channelward of the mean high water line. 202261247/22-WP-0804: MARYLAND DEPARTMENT OF FOREST AND PARKS, 580 Taylor Avenue, E-3, Annapolis, Maryland 21404, has applied to construct three sections of 3-foot wide puncheon boardwalk totaling 1,160 feet along the Trail of Change within the forested tidal wetlands at Shad Landing State Park. The purpose of this project is to improve a public walking trail through the changing landscape from uplands and through a cypress swamp. The project is located at the Pocomoke River State Park – Shad Landing, 3461 Worcester Highway, Snow Hill, Maryland 21863. A public informational hearing has been scheduled for the referenced project on Thursday, March 30, 2023, at the Worcester County Library, Pocomoke Branch, 301 Market Street, Pocomoke City, MD 21851. The project plans will be available from 6:00 PM to 6:30 PM and the public informational hearing will start promptly at 6:30 PM and end no later than 8:30 PM.
