The Water and ​Science Administration has received the applications listed below. A preliminary review has indicated that the listed projects may be subject to the opportunity for a public hearing once the application is substantially complete. Projects may be significantly altered during the review process. The applications and related information are available for inspection and copying. You may also request written notice of any h​earing opportunity by having your name placed on the interested persons list for each project in which you are interested. 201960588/19-OB-0101: MARYLAND DEPARTMENT OF TRANSPORTATION STATE HIGHWAY ADMINISTRATION, 707 North Calvert Street, Mailstop C-303, Baltimore, Maryland 21202 has submitted an application for a Dam Safety Permit to replace the principal spillway pipe and riser, install a clay core and cutoff trench and repair the embankment at the Harry S Truman Parkway Park and Ride Dam. The dam is located adjacent to Broad Creek approximately 1400 feet north of the intersection of Harry S Truman Parkway and Riva Road in Annapolis, Maryland. The dam does not have a permanent pool and the design discharge does not increase as a result of the proposed work. The permit application has been submitted under Annotated Code of Maryland, Title 5-501 through 5-514, and Code of Maryland Regulations 26.17.04.05. Written comments, or requests to be placed on the interested persons list, or requests for a public informational hearing must be received on or before April 1, 2023. The project will permanently impact 1,855 square feet of forested nontidal wetland, 3,380 square feet of 25-foot nontidal wetland buffer, 28 linear feet (84 square feet) of stream and 784 square feet of 100-year floodplain. The project will temporarily impact 1,348 square feet of emergent nontidal wetland, 1,124 square feet of forested nontidal wetland, 6,481 square feet of 25-foot nontidal wetland buffer and 86 linear feet (548 square feet) of stream. The project is proposed on unnamed tributaries to Deep Creek Lake (Use III). Wetland mitigation is proposed to be payment into the Nontidal Wetlands Compensation Fund. The project is located on Lodestone Drive in McHenry, Garrett County. 202261221/22-NT-0177: CBR ABERDEEN, LLC, 7 Hillchase Court, Pikesville, Maryland 21208, has applied to construct a residential subdivision, Aberdeen Overlook, which will include roads, utilities, stormwater management facilities with outfalls, grading, temporary construction access and dewatering. The project will permanently impact 11,135 square feet of forested nontidal wetland, 490 square feet of forested nontidal (isolated) wetland, 60,825 square feet of a 25-foot nontidal wetland buffer, 2,231 square feet of a Use I intermittent stream (Carsins Run), and 6,232 square feet of a 100-year nontidal floodplain. Mitigation will be provided by the purchase of mitigation credits from the Patuxent Mitigation Bank and/or another mitigation bank with approved mitigation credits available. Mitigation is required for permanent impacts to 11,625 square feet of forested nontidal wetland (2:1). The total amount of mitigation required will be 23,250 square feet. The project is located north of Churchville Road (MD Route 22 west/Aberdeen Thruway) by Long Drive, Aberdeen, MD in Harford County. The project will permanently impact 14,260 square feet of forested wetland, 5,880 square feet of 25-foot nontidal wetland buffer, 214 linear feet of stream, and 44,540 square feet of 100-year floodplain. The project will temporarily impact 3,005 square feet of forested wetland, 2,500 square feet of 25-foot nontidal wetland buffer, and 200 linear feet of stream. The project is proposed on an unnamed tributary of Little Patuxent River (Use IV). Mitigation will be provided by purchasing mitigation credits at Patuxent Mitigation Bank at a ratio of 2:1 for the permanent impacts to forested nontidal wetlands. The project is located along Marriottsville Road near the intersection of Albeth Road and Resort Road, Ellicott City in Howard County. OF NAVY - NAVAL SUPPORT ACTIVITY ANNAPOLIS, at College Creek near Dewey Field has applied to install approximately 597 linear feet of electrical lines, consisting of six, 6-inch diameter lines within a horizontally directionally drilled 30-inch diameter boring at an approximate depth of 45 to 50 feet below the bottom surface of College Creek. The purpose of this project is to install utilities and replace redundant electrical lines. The proposed project is located underneath of the tidal waters of College Creek at the United States Naval Academy near Dewey Field and Forrest Sherman Field, Annapolis, Anne Arundel County, Maryland 21402. 202261992/22-WL-1272: MARCO VENTURES II LLC c/o William Woody, 1596 Marco Drive, Pasadena, Maryland 21122, has applied to construct a living shoreline project including 155 linear feet of low-profile stone, sand containment sill; filled and graded with a total of 380 cubic yards of sand and planted with 5,980 square feet of marsh vegetation consisting of spartina alterniflora and spartina patens, extending a maximum of 45 feet channelward of the mean high water line. The applicant has also applied to construct a 32-foot long by 13-foot wide stone groin extending a maximum of 32 feet channelward of the mean high water line and 30 linear feet of riprap revetment within a maximum of 3’ 9 ¾” channelward of a deteriorated bulkhead. The purpose of this project is to control shoreline erosion and to improve habitat by establishing tidal wetlands. The proposed project is within the tidal waters of Jubb Cove and Main Creek at 1596 Marco Drive, Pasadena, MD 21122. 202262030/22-WL-1314: BALTIMORE GAS AND ELECTRIC COMPANY, 1699 Leadenhall Street, Baltimore, Maryland 21230 has applied to install two new 115kV circuits by directional drilling two bores across 1,850 linear feet under Bear Creek from the end of Dundalk Road, Dundalk, MD to Tradepoint Atlantic, Sparrows Point, MD. The total combined length of the bores beneath State Tidal Wetlands is 3,696 linear feet. The proposed bores are 38-inch diameter and will be between 41.6 and 50.8 feet below the river bottom. One bore will contain four 8-inch diameter conduits and two 4-inch diameter conduits and the other will contain five 8-inch diameter conduits and one 4-inch diameter conduit. Three 8-inch diameter conduits in each bore will contain a single 4.54-inch diameter power cable for a total of six 4.54-inch diameter power cables, and three 8-inch diameter conduits will remain empty for future use. Three 4-inch diameter conduits contain a 0.93-inch diameter ground continuity conductor and two will contain a 0.26 inch diameter fiber optics cable for communications. The purpose of this project is provide upgraded electric and reliability to Tradepoint Atlantic; and determine a yearly crossing fee.
