General Permit For Discharges of Stormwater Associated With Construction Activity
Maryland General Permit No. 20-CP

 ​NOTICE - Permit Issued (effective April 1, 2023) ​​​

The Department has issued the final renewal permit for the General Permit for Discharges ​from Stormwater Associated with Construction Activity, effective April 1, 2023.  Existing permittees (registered under the previous 14-GP permit) must submit a Notice of Intent no later than September 30, 2023 to prevent a lapse in coverage.

​​​ Upcoming Training Opportunities ​​​

The Department is offering free training opportunities to any party interested in learning more about the 20-CP General Permit.  If you are an operator for a construction project which was registered under the previous 14-GP permit, are an operator for a proposed construction project, o​r prepare permitting documents on behalf of such an operator, you are strongly encouraged to attend.  The dates for​ currently-scheduled events are presented below.  Please click on the respective link to sign up to attend the training.

  • ePermits
    • The Notice of Intent (NOI) for this General Permit is submitted electronically through the ePermits website, as are Notices of Termination, Transfers, and the Declaration of Intent (DOI - for the 14-GP).
    • The NOI and DOI (for the 14-GP) must be electronically signed by the person in authority from the developer or builder; however, the system will allow agents and consultants to prepare any part of the NOI necessary, then send it to the person who will submit it as the responsible party.
    • Federal regulations require that applicants must submit certain information to MDE to validate their authorization to submit an NOI on behalf of a responsible party.  To meet this requirement, MDE developed a Subscriber Agreement Template Form (.docpdf).
    • Technical issues with the system should be submitted to the technical support team via the 24/7 Support link at the top of the system screen.
    • Public Notification Period - When NOIs (with a signed DOI for the 14-GP) are submitted to MDE, a 14 day Public Notification P​​eriod​ is initiated and information is published on MDE's website.  Interested parties may review NOIs during the public notification period.  Please contact the appropriate Erosion and Sediment Control (E&SC) authority to review plans.  Interested parties may submit concerns about the E&SC to the approval authority and to MDE.  Concerns should be supported by a detailed, written explanation as to why the E&SC Plan fails to meet State standards.
